'Public latrine' means any latrine to which the public are Public admitted on payment or otherwise.

'Room' includes any sub-division of any storey of any Room. domestic building other than a drying-room, store-room, pantry, lobby or landing which is not used for sleeping purposes.

'Secretary' and 'Assistant Secretary' mean the Secretary Secretary. and Assistant Secretary of the Council respectively.

'Storey' means the space between the upper surface of Storey. every floor and the upper surface of the floor next above it, or, if there be no such upper floor, the space between the upper surface of a floor and the upper surface of the roof, but does not include any space which has less height than nine feet. In the case of a top storey the space shall be measured from the floor up to the under side of the ceiling if the ceiling is horizontal throughout, and if there is no ceiling or if the ceiling is wholly or partly sloping then up to the level half way between the top of the wall and the underside of the uppermost timber of the roof.

'Street' includes the whole or any part of any square, Street. court or alley, highway, lane, road, road-bridge, foot-path, or passage whether a thoroughfare or not.

'Tenant' means any person who holds direct from any Tenant. householder the whole or any part of any floor or floors of any building.

'Tenement' means an apartment consisting of one or more Tenement. rooms or cubicles let separately from the rest of the house.

'Tenement house' means any domestic building construct- Tenement ed, used, or adapted to be used for human habitation by more than one tenant.

'Urban District' includes the City of Victoria, the Town Urban of Kowloon including New Kowloon and any such area as the Governor-in-Council may define and notify in the Gazette.

'Vessel' means any steam or sailing ship, launch, motor Vessel, boat, junk, lighter, sampan, or boat.
